Food should absolutely be a human right, but what you receive should be based on survival needs and sustainability. I don’t mean bread an water but rather a broad selection of staple goods that results in a varied diet with the ability to choose for yourself what you eat. Steak, and most other meat products, shouldn’t be part of the basic selection, they are luxury products without a sustainable way to produce in large enough quantities. The equivalent is that free public transport wouldn’t include flights since that simply isn’t viable at the moment.
Whether luxury goods that slowly kill the planet should be available at all is a different question entirely that can’t be solved in our current geopolitical system. There are ways to address this but it would require a complete global restructuring that goes way beyond what food as a human right would require.
